Welcome to OSPI's Comprehensive Principles of Effectiveness (POE) Substance Abuse and Violence Prevention planning website. This comprehensive planning tool is available to Local Educational Agencies (LEA) including Educational Service Districts (ESD) in Washington State to assist them in meeting the principles of effectiveness program requirements for authorized activities provided with Title IV: Part A Safe and Drug-Free School (SDFS) funds.

Approval of funds for Title IV Part A: Safe & Drug-Free Schools requires completion of both the iGrant Application and the Comprehensive Principles of Effectiveness Substance Abuse and Violence Prevention Planning tool. Both a completed application and comprehensive plan must be submitted to OSPI for review and approval.

Technical assistance for completion of the Comprehensive POE Substance Abuse and Violence Prevention Plan is available through OSPI and ESD's. For information about working with the POE website, contact:

The Comprehensive POE Substance Abuse and Violence Prevention Planning tool was developed and is hosted by Puget Sound Educational Service District (PSESD). OSPI has entered into an agreement with PSESD to make this tool a formal part of the Safe and Drug-Free School Application process. Many thanks to Kim Noel and the technology team at PSESD for their creation of this innovative tool.

Technical Requirements

You can use POE with any recent browser and operating system. However, for the best experience with the POE site, we recommend that you:

  • Use Internet Explorer 4+ or Netscape 6+ , and
  • Have JavaScript turned on.
